Position Summary
P17 Solutions is seeking a highly capable (mid-level) Program Business Analyst to provide integrated program management, financial analysis, and operational support to the Terminal Second Level Engineering Systems Manager located at the William J. Hugs Technical Center for Advanced Aerospace. The role supports both technical program execution and business management functions, ensuring compliance, effective coordination, financial accountability, and alignment with organizational objectives.
This position requires strong organizational, analytical, communication, and coordination skills to support engineering leadership, manage financial processes, track program performance, and improve operational efficiency. A detail-oriented and analytical professional with a strong understanding of financial systems, excellent problem-solving skills, and a commitment to delivering high-quality results.
Key Responsibilities
Drive program execution: Track action items, milestones, and deliverables; proactively follow up to ensure on-time completion.
Reporting & Analytics: Produce weekly/monthly status updates and dashboards; analyze schedules, risks, trends, and performance metrics to inform leadership.
Schedule management: Develop and maintain project schedules, including critical path and schedule optimization.
Briefings & communications: Build and support technical/strategic briefings (e.g., TFDM system updates and deployment schedules); serve as a primary point of contact for stakeholder inquiries.
Meeting & coordination support: Plan and run meetings (agendas, minutes, follow-ups) and facilitate cross-team communication to keep work aligned and moving.
Financial management support: Assist with budgeting, forecasting, funding allocation, and financial performance monitoring; develop cost estimates and procurement-related analyses.
Process improvement & compliance: Improve business/operational processes and internal controls; ensure documentation meets FAA/organizational standards; support audits and approvals.
Cross-functional partnership: Collaborate across finance, engineering, logistics, and other stakeholders; provide recommendations on business/system impacts; support special projects and initiatives
Education and Required Experience:
Associate's degree in Business Administration, or related field with 10 years of experience; or
Bachelor's degree in Business Administration, or related field with 4-6 years of relevant experience; or
Master's degree in Business Administration, or related field with 3+ years of experience
Proficiency in Office 365 and Project
Ability to manage multiple priorities independently in a dynamic environment and maintain accountability for deadlines
Excellent organizational, communication, and coordination skills
Ability to work independently as well as a team environment
Exceptional attention to detail in the review of complex technical, analytical, and administrative materials, ensuring accuracy, consistency, and adherence to standards
Problem-solving mindset to address operational challenges effectively. Proactive, solutions-oriented problem-solving mindset to identify, analyze, and resolve operational challenges effectively.

Preferred Qualifications
Proficiency in Delphi, PRISM, SPIRE
Experience in financial analysis, and budgeting
Knowledge of FAA regulations and compliance requirements preferred
Familiarity with government timekeeping systems and travel/expense processes
Security Clearance: Must be able to obtain and maintain a Public Trust Clearance

The estimated minimum and maximum figures represent the broadest possible range for this role, inclusive of locations with higher cost-of-living adjustments and positions requiring elevated clearance levels. This range is only one component of P17 Solutions' comprehensive total compensation package.
