Position Summary

P17 Solutions has an immediate need for a full-time Business Analyst located at the William J. Hughes Technical Center for Advanced Aerospace. The BA will provide critical financial, strategic, and operational support to the FAA's Terminal Flight Data Manager (TFDM) program. This role requires a balance of analytical expertise, leadership skills, and communication acumen to drive efficient budget planning, resource allocation, compliance, and program success. The Business Analyst will serve as a trusted advisor to leadership, guiding decision-making through data-driven analysis, while also supporting public relations and stakeholder engagement efforts to ensure program visibility and success.


Key Responsibilities

  • Develop, implement, and manage comprehensive spend plan budgets with accurate allocation and tracking across program teams.

  • Provide financial guidance to managers, ensuring optimal use of funding sources to maximize operational effectiveness.

  • Ensure compliance with FAA requirements, federal financial regulations, and established budget management best practices.

  • Analyze budget needs, forecast costs, and incorporate growth and program expansion into financial planning.

  • Prepare and submit two-year budget projections for review and approval by the FAA Operations Review Board (ORB).

  • Process and justify PR requests, funding increases, and emergency allocations to ensure timely program support and prevent stop-work orders.

  • Monitor contract burn rates in coordination with CORs and managers, delivering actionable insights to support budget utilization and forecasting.

  • Maintain transparent, detailed budget records across object codes in collaboration with the Fund Certifier.

  • Conduct financial data calls, budget reduction reviews, and cost-saving analyses, recommending adjustments to strengthen fiscal responsibility.

  • Run and analyze reports from PRISM, DELPHI, and SPIRE, producing data-driven insights and presentations for FAA leadership.

  • Serve as a financial and operational advisor to program leadership, offering guidance on resource planning, risk management, and strategic priorities.

  • Lead cross-team collaboration, mentor managers in financial literacy, and represent the TFDM program in FAA financial and programmatic discussions.


Qualifications

  • Bachelor's degree in Business, Finance, Accounting, Public Administration, or related field (Master's preferred).

  • 5+ years of progressive experience in financial analysis, business analysis, or program management (federal contracting or FAA experience strongly preferred).

  • Demonstrated experience with budget development, spend plan management, and financial forecasting in a government or large program environment.

  • Strong understanding of federal budget systems and processes (experience with DELPHI, PRISM, SPIRE, OBWAN preferred).

  • Exceptional strategic thinking and problem-solving abilities, with a track record of guiding leadership decision-making.

  • Excellent written and verbal communication skills, with the ability to prepare persuasive funding justifications and executive-level presentations.

  • Strong leadership skills with proven ability to mentor managers and lead cross-functional initiatives.

  • Proficiency in Microsoft Excel, PowerPoint, smartsheet and financial management systems.

Security Clearance: Must be able to obtain and maintain a Public Trust clearance.

Citizenship/Permanent Residency Requirement All candidates must have the following to pass the Federal Background Investigation and obtain the FAA Public Trust security clearance.

  • Be a US Citizen, have a US Green Card, or a Non-immigrant Work Authorization (VISA).
  • Has resided in the US for three (3) consecutive years.
  • The company is unable to sponsor candidates at this time.

Relocation Requirement

Relocation expenses are not offered. Candidate must reside or be willing to relocate within a commutable distance to onsite location.

Work Environment

  • Full-time position with a standard flexible work schedule and occasional non-standard work hours. Cubicle setting.
  • Travel about 20%

Base Pay: The base pay offered will vary depending on job-related knowledge, skills and experience.
